Some are cosmetic, some are a water path, and some are the visible end of a structural problem that will keep opening the crack no matter how many times it is filled. Stair-step cracking follows the mortar joints diagonally through concrete block because mortar is the weakest path. It generally means one end of that wall has moved relative to the other, most often downward settlement at a corner. Width and direction tell you more: a crack wider at the top suggests the corner has dropped, wider at the bottom suggests the middle has. Either way it is a movement pattern rather than a surface defect.
For a crack in poured concrete that is no longer moving, yes. Properly injected epoxy is stronger than the surrounding concrete, and if that section ever cracks again it will crack somewhere else. The condition is that the movement has stopped. Injecting an active crack simply relocates it, which is why the sequence matters more than the material.
Generally not. Concrete shrinks roughly a sixteenth of an inch per ten feet as it cures, and that shrinkage has to go somewhere; fine cracks in the first year or two are normal on almost every slab poured. The ones worth attention are wider than a quarter inch, offset so one side sits proud of the other, or measurably growing over a few months.
For a hairline cosmetic crack in a garage slab, a hardware store crack filler is a reasonable weekend job. It will not do anything structural and it will not stop water under head pressure, so it is worth being clear which problem you are solving. If the crack is in a foundation wall, is offset, or is letting water in, the material and the injection pressure matter and it is worth a proper assessment first.
