What does a stair-step crack in my block foundation mean?

Stair-step cracking follows the mortar joints diagonally through concrete block because mortar is the weakest path. Width and direction tell you more: a crack wider at the top suggests the corner has dropped, wider at the bottom suggests the middle has. Either way it is a movement pattern rather than a surface defect.

Is epoxy injection a permanent fix?

Can I just seal the crack myself?

For a hairline cosmetic crack in a garage slab, a hardware store crack filler is a reasonable weekend job. It will not do anything structural and it will not stop water under head pressure, so it is worth being clear which problem you are solving. If the crack is in a foundation wall, is offset, or is letting water in, the material and the injection pressure matter and it is worth a proper assessment first.
